Description

Reporting directly to the Director, Telecommunications, the Manager, Telecommunications will manage the enterprise wide telecommunications network including all voice and data communications platforms and ensures the network is highly available and efficient. Point of contact for all day-to-day and after-hours, weekend and holiday stand-by coverage related to telecommunication issues with the various departments. Determine needs and prioritize call-outs for emergency work related to telecommunication systems outages affecting Metra's operations. Interface with contractors, foreign railroads, and municipalities with the implementation of all field related telecommunication work. Meet with general public concerning complaints and other issues with the Voice of Metra or other telecommunication Systems. Assist telecommunication engineers in the design and implementation of all field related telecommunication work. Ensure telecommunication systems operate within Federal Communications Commission (FCC), Federal Railroad Administration (FRA), and other federal laws and mandates. Perform other related duties as needed to meet the ongoing needs of the organization.

Requirements

  • Bachelors degree in Electrical or Electronic Engineering OR in lieu of specified degree, any combination of education and experience may be substituted for the required degree that equals four (4) years in the telecommunications field.

  • Must have eight (8) years of telecommunications experience.

  • Must have five (5) years of indirect supervisory experience that includes day-to-day employee management, assigning tasks, providing guidance and training, monitoring performance, conflict management, budgeting, hiring, disciplinary and/or termination.

  • Must have coursework or experience in electronics including analog and digital circuits, microprocessors, telephony, two-way radio principles, microwave systems, fiber optics systems, computers and computer networking, and technical writing.

  • Specific knowledge in telecommunication systems including On-train, Portable, and vehicular two-way radios, Metra's private branch exchange telephone network, OC-3 fiber optic and Microwave Backbone, Voice of Metra, On-train and Downtown Terminal Public Address systems, Alarm and Card Access systems, GPS tracking, Video Surveillance systems, PIDS system, Train Dispatching Communication System, Police Dispatching Communication System, Facsimile Machines, Radio Towers, Emergency Generators, DC Battery Plants, Ticket Vending Machines, Passenger Assistance Link (PAL) equipment, and Network Connectivity for Point of Sales machines, Kronos Time Clocks, and Information Systems Inside and Outside Plants.

  • Railroad Workplace Safety (49 CFR 214.301) qualified or able to obtain within sixty (60) days of hire.

  • Must be proficient in MS-OS, Windows, MS Office Suite.

  • Proficient in the use of telecommunication test equipment, hand tools, and other communication devices.

  • Excellent verbal and written skills.

  • Federal Communications Commission (FCC) license a plus.

  • Must possess and maintain a valid driver's license.

Preferences:

Preferred manufacturing specific certifications in Cisco, Microsoft, HP, Brocade, Ericsson, Junglemux and Pivot3.
