Human Resources is staffed with 30 employees.
Reporting to the Director, Management Development and Policy, the Employee Engagement Program Manager will partner with key stakeholders to design and implement a program to to improve employee experience through culture change and engagement; develop short and long term strategies to promote and achieve a culture of excellence. The Employee Engagement Program Manager will achieve this by working with the Director to develop and execute communication plans, company-wide projects, and by serving as an information resource for all employee engagement initiatives. This position is also responsible for working with senior leadership to craft messaging that supports employee engagement. Employee Engagement Strategy: Create a comprehensive and sustainable employee engagement strategy. Work with senior leaders and cross-functional teams to develop strategies that have demonstrable links between engagement and company strategic goals. Successfully manage, document, and implement employee engagement initiatives and tasks using project management practices. Build relationships and collaboration across teams, departments, and locations. Support cultural transformation, by analyzing impact on employee engagement. Partner with and manage external vendors to deliver comprehensive culture change programs. Employee Engagement Surveys: Manage employee surveys, communicate results, and convert results into actionable intelligence. Serve as the subject matter expert on the survey results. Create and execute a communication plan to ensure all employees receive results. Establish and report on metrics that support continual improvement of employee engagement. Manage internal relationships by responding in a timely and positive manner to all inquiries, comments, and suggestions. Cultural Transformation: Conduct research, analyze company culture, diagnose challenges, and provide strategic recommendations for cultural transformation. Create and develop 'culture branding.' Develop and manage multimedia content including, Metra's Visual Information Network; establish a suite of internal communication tools such as newsletters and webcasts. Work with subject matter experts to ensure content is accurate, relevant, and consistent with company objectives. Ensure consistency of messaging and alignment with the organization's strategic plan. Develop feedback mechanisms/listening strategy at strategic touch points to facilitate open discussions of improvement opportunities. Create measurement opportunities through pulse surveys to assess awareness, understanding, buy-in and support of organizational changes. Maintain strong relationships with leaders to ensure that engagement processes and practices align with the organization's strategic plan. Corporate Messaging: Develop and/or consult on messaging that supports employee engagement effort and cultural transformation for senior leadership, including presentations, talking points, newsletter articles, intranet, and website content. Facilitate effective meetings and act as a coach and mentor to mid-level managers as they deliver messages pertaining to culture- and engagement-related messages. Training and Development: Design, develop, and facilitate training for all levels of management to support management's culture transformation strategy and employee engagement initiatives. Perform other related duties as assigned to meet the ongoing needs of the organization.
Candidates can expect salary offers that range from the minimum to the mid-point of the salary range. Metra provides full pay ranges so candidate can consider their growth potential. Metra is a railroad employer subject to the provisions of the Railroad Retirement Tax Act, not the Social Security Administration.
Bachelor's degree in Communications, Organization Development/Psychology, or Human Resources OR in lieu of specified degree any combination of education and experience may be substituted for the required degree that equals four years in communications.
In addition to #1, must have seven years of experience in communications or implementing employee engagement initiatives.
Experience working with detailed information and presenting it in a way that is easily understandable to employees at all different levels in the organization.
At least five years demonstrable experience in program/project management.
Experience with web-based communications, digital media.
Demonstrated experience in executing large organizational change management initiatives to improve employee engagement, company culture, and effectiveness, including training, change readiness assessments, impact analyses, stakeholder management, and leadership alignment.
Knowledge of training techniques and presentations.
Exceptional writing and editing skills. Demonstrated ability to synthesize and present complex information in a clear, concise, and readable manner.
Strong verbal communication skills.
Strong interpersonal skills including listening, tact, and diplomacy.
Outstanding collaboration skills. Ability to partner with leaders, team members, and peers to drive results.
Excellent project management and research skills.

High level of proficiency with Microsoft Office, social, and digital/multi media tools, including publishing, video, etc.
