Deputy Executive Director, Operations has leadership responsibilities that require compliance with all Metra policies as they relate to Code of Ethics; conflicts of interest; gratuities, revolving door prohibition, confidentiality of information and other state and federal ethics laws. Additionally, the Deputy Executive Director, Operations will foster a culture of transparency and take action to ensure that all employees under their purview perform their job functions with integrity and honesty. Strong business ethics must form the basis for all relationships with employees, customers, partners, competitors, suppliers and contractors.


Reporting directly to the CEO/Executive Director, the Deputy Executive Director, Operations plans, directs and controls the overall operations of the Office of the Deputy Executive Director, Operations to ensure that all operational functions are performed in accordance with established policies and procedures. Provides executive guidance to the Chief Engineering Officer, Chief Mechanical Officer, Chief Transportation Officer, Sr. Director of Training and Certification, Sr. Director of Operations Training and Manager of Regulatory Compliance concerning Board policy interpretation, the development of objectives and the implementation of established programs. Intervenes when appropriate and necessary in expediting the resolution of interdepartmental problems. Provides executive direction and guidance in the administration of activities of the contracted carriers. Ensures that effective equipment, track, bridge, signal and building maintenance programs are developed, implemented and maintained. Ensures all capital improvement and development plans and projects and innovative development and coordination of mechanical/engineering resources. Acts as Metra's liaison on projects with partners in Amtrak/CREATE projects/IDOT/ CDOT/FRA and Community Leaders.

Candidates can expect salary offers that range from the minimum to the mid-point of the salary range. Metra provides full pay ranges so candidate can consider their growth potential.

Metra is a railroad employer subject to the provisions of the Railroad Retirement Tax Act, not the Social Security Administration.


  • Must have Bachelor's degree OR in lieu of a specified degree, must have any combination of education and experience in operations that equals four (4) years. Advanced degree preferred.

  • In addition, must have a minimum of fifteen (15) years of transportation and administrative management experience over large operating areas, preferably in railroad, transportation or a related industry. Experience must include participation in budget planning, capital project administration and service contract administration.

  • Must have a minimum of seven (7) years of direct supervisory experience that includes day-to-day management, assigning tasks, guidance and training monitoring performance, conflict management, budgeting, hiring disciplinary and/or termination.

  • Able to exhibit the highest level of integrity, confidentiality, independence and judgment.

  • Strong leadership skills to ensure that audits are conducted in accordance with generally accepted industry standards and any applicable laws.

  • Strong interpersonal skills in dealing with the Board of Directors, the media and/or other external groups and organizations.

  • Excellent oral and written communication skills, including report writing and audio/visual presentations.

  • The ability to work in a demanding environment.

  • Must possess and maintain a valid driver’s license.

  • Willingness to travel within Metra’s six -county region.
