Description

Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service.

Reporting to the Chief Financial Officer (CFO), the Controller plays a pivotal role in maintaining Metra's financial systems' integrity by ensuring the proper accounting and reporting of financial activities; overseeing the development and implementation of division goals, objectives, and priorities; and guiding financial decisions by monitoring and evaluating the efficiency and effectiveness of processes and procedures. Direct the department's general accounting, accounting systems, accounts receivable, revenue accounting, accounts payable, and payroll activities and operations. Prioritize work assignments and special projects, review and evaluate performance, monitor operational procedures, and implement modifications to improve efficiencies. Oversee the preparation of financial statements ensuring they meet local and federal reporting requirements, standards, and schedules. Manage and participate in the development and administration of the division's annual budget, monitor and approve expenditures and adjustments, and oversee financial controls. Participate in developing and implementing the division's computerized revenue accounting systems. Review and report on the impact of federal and state legislation and coordinate the implementation of financial regulations and labor contract provisions. Perform other related duties as assigned to meet the ongoing needs of the organization.

Candidates can expect salary offers that range from the minimum to the mid-point of the salary range. Metra provides full pay ranges so candidate can consider their growth potential. Metra is a railroad employer subject to the provisions of the Railroad Retirement Tax Act, not the Social Security Administration.

Requirements

  • Bachelor's degree in Accounting. Master's degree in Accounting or related discipline preferred.

  • In addition to # 1, must have a minimum of ten (10) years of financial accounting, budgeting, and cash management experience, preferably in the transportation or manufacturing industry.

  • Must have five (5) years of management and supervisory experience that includes planning and organizing work, setting goals and objectives, day-to-day employee management, assigning tasks, providing guidance and training, monitoring performance, conflict management, budgeting, hiring, disciplinary, and/or termination.

  • Experience with ERP systems and applications.

  • Comprehensive knowledge of principles and practices of government accounting, generally accepted accounting principals (GAAP), and budgetary administration and controls.

  • Considerable knowledge of ERP systems and applications.

  • Knowledge of the government accounting standards (GAAS) a plus.

  • Strong organizational, analytical, critical thinking, and problem solving skills.

  • Strong management skills.

  • Strong verbal and written communication skills to communicate key and complex financial concepts.

  • Significant and demonstrated skill closing financial books, conducting independent audits, and resolving audit findings.

  • Proficient in Microsoft Office with emphasis on Excel and Access.

  • Ability to think and plan strategically in order to align processes with Metra's goals.

  • Ability to manage a complex accounting operation.

  • Ability to and meet mandated deadlines.

  • Must be willing to travel within Metra‚Äôs 6-county region.

Preferences:

Certified Public Accountant (CPA) or Certified Management Accountant (CMA) preferred.
